Dr. Earl Stevens became chairman of the Council of Rhode Island College in 1972, succeeding Dr. Armand Patrucco. As chairman of the Council, Stevens oversaw several directives, including several changes to the curriculum and by-laws recommended by their respective committees. A professor of English, Dr. Stevens was awarded the Distinguished Service Award from the annual Faculty of Arts and Sciences awards in 1992.

The collection contains minutes, correspondence, reports, and other related documents from the Rhode Island College Council and several other committees, such as the By-Laws Committee, Committee on Committees, Bookstore Committee, Curriculum Committee, and Executive Committee, chaired by Earl Stevens. It includes approved Annual Reports, meetings from Council committees, Council meeting minutes, and an Ethnic Studies Report to the previous Council Chairman, Dr. Armand Patrucco. The 1972-1973 Master Calendar is also part of the collection.
